Action links in Core v3

In the v2 API when creating Action activities you could create buttons that would take the user to a specific url when clicked.

The format was:

                // A button that opens the app with a deep link; the app is responsible for dismissing the action; requires the user to have the app installed

                title: "Show details",

                url: someUrl

In core v3 this does not work anymore. An actionlink like this does nothing. You can only make calls to backend services like this:

   { "caption" : "No", "httpVerb" : "POST", "target" : "" }

Is this functionality gone, or is there another way to do this? I know I can place a link in the activity text, but the buttons where more obvious from a UI perspective.
